The evolution of the civil society is one of the biggest challenges in Albania during the last ten years. Although the presence of the civil society is a new experience, presently the partnership is accepted and, it is performing a vital role in the developmental process of democracy and in the education of the society. A sound and strong civil society guarantees through its products, a stable democracy. This can be possible due to the role of the civil society performed in the developmental process. Being between the individuals, state and the market, the civil society calms the negative tendencies, creates social capital, and develops values and new traditions

A society can't be developed if all the partners don't co-operate and don't share the responsibilities between them. According to this approach it is of a vital importance the co-operation between the governmental and non-governmental sector in improving and drafting process of public policies. The contribution in drafting and developing the social policies is the main objective of the Albanian National Albanian Centre for Social Studies and, based on that dimensional vision, this centre requires to create and spread information and experiences through research and studies on important social phenomena, to develop institutions and human resources through teaching and training programs as well as to experiment and offer social service close to the individual needs.
